The Primo Half Drip Pan Oval Round is the drip pan sized for the Primo Round. It sits between the fire and the food and catches fat and juices before they reach the coals.
The Round is a compact grill and the case for a drip pan is, if anything, stronger on a small cooker: there is less distance between the fire and the food, so drippings reach the coals quickly and flare. A pan intercepts them, which keeps the smoke clean and the inside of the grill much easier to deal with afterwards. Add liquid to it and it puts moisture into the dome across a long cook. Covering part of the cooking area rather than all of it means you still have open grate for anything that wants direct heat.

The Primo Round. This is the Round-size half drip pan, so it belongs in that grill. If you own an Oval Junior, Large, X-Large or XX-Large, choose the drip pan named for that size instead, because Primo pans do not carry over between models.
Above the fire and below the food, supported by the deflector rack. On this grill that frame is the Primo Heat Deflector Rack for Round, which is a separate listing. The pan needs that support to sit between the coals and the grate.
It contributes to it. A pan over the fire blocks some of what comes off the coals and stops fat feeding the flames below, and filled with liquid it adds steam to the dome. For fully shielded heat you want a solid barrier on the rack as well.
So it covers part of the cooking area and leaves the rest open. That gives you somewhere shielded to cook slowly and somewhere direct to sear, on a grill where space is limited enough that giving up the whole grate would be a real cost.
Yes. Water, stock or cider in the pan turns to steam as the cook runs, which helps keep leaner cuts from drying out and makes the pan easier to clean afterwards. Check it on a long cook so it does not run dry.
