What does the AIJ-56 actually do inside the island?

It isolates the grill body from the framing and cabinetry around it. Sustained heat off a 56-inch grill would otherwise sit directly against wood structure and adjacent finishes, and the jacket puts a stainless barrier in between.

It stays in the island permanently. Once the grill drops in, the jacket is part of the structure rather than something you remove between cooks.

Why does the 56-inch model need a jacket more than a smaller Alfresco?

Because it produces more heat than anything else Alfresco builds. The 56-inch grill runs three burners plus a sear zone, a rear infrared rotisserie burner and an integrated smoker system, so the thermal load on surrounding structure is the highest in the range.

What is the jacket made from?

304 stainless steel, the same family of material as the grill it surrounds. That matters here because the jacket lives outdoors and cycles from ambient to cooking temperature every time the grill runs.

Does a 56-inch grill on a cart need one?

No. The jacket exists for grills built into island construction, where the body is surrounded by island structure. A cart grill is not framed into anything, so there is no surrounding structure to line.

Check your model designation before ordering so you know whether you are buying for a built-in or a cart configuration.

Will a building inspector look for this?

Expect them to. Part of what the jacket provides is a properly engineered enclosure around a high-output grill, which is what an inspector wants to see when that grill sits in combustible construction.

Local code has the final say on whether it is mandatory, so verify the requirement where you are building before the island goes up.

Is this the same thing as a grill cover?

No, and one does not replace the other. A cover is weather protection you put on and take off; the AIJ-56 is an installation component that gets built into the island and never comes out.
